The Department of Social Development derives its core mandate from the Constitution,Act 108 of 1996,section 27(1)(c), 28(1) and Schedule4,which states that all South Africans have a right of: Access to appropriate social assistance to those unable to support themselves and their dependants; welfare services, population development and disaster management as functional areas of concurrent national and provincial legislative competence; and provide strategic leadership for effective delivery of integrated development social services.

To provide equitable, integrated and quality sustainable social development services in partnership with all stakeholders to eradicate poverty and protect vulnerable groups in all communities of Mpumalanga.
The Constitution of the Republic of South Africa (section 27(1) (c), provides for the right of access to appropriate social assistance to those unable to support themselves and their dependents. Section 28(1) of the Constitution enshrines the rights of children with regard to appropriate care, basic nutrition, shelter, health care services and social services. The National Department of Social Development finds its mandate through several pieces of legislation and policies, including the social Assistance Act (1994), White Paper for Social Welfare (1997) and the Population Policy (1998). The Department subsequently changed the name to Social Development in 2000. Hence the Constitutional mandate of the Department is to provide sector –wide national leadership in social development.
